The City of De Pere operates under a City Manager form of government as provided by State law. City Manager Kimberly Flom is the professional chief executive officer for all City operations and is appointed by the Mayor and Common Council. She reports directly to the Mayor and Common Council and is responsible for executing the policies established by the De Pere Common Council.

The Mayor is elected on a non-partisan basis to office by the voters. The mayor serves a three-year term. The Mayor has a statutory duty to "take care" that city ordinances and state laws are observed and enforced. The Mayor is Chairperson of the Finance/Personnel Committee, the Board of Public Works, and Plan Commission. The Mayor is a member of the Council and votes on resolutions and ordinances in the same manner as every other council member; signs resolutions and ordinances; presides over meetings of the council; performs certain ceremonial duties; and makes appointments to the City's sixteen boards and commissions, subject to the approval of the council as a whole. The Mayor also issues proclamations and commendations to recognize the importance of a community event, significant achievements by community members, or to signal the City's role in major national events. In an effort to foster positive relationships and intergovernmental opportunities, the Mayor meets with elected officials from local municipalities. In addition, the Mayor also engages with representatives at the State and Federal level.

The City of De Pere has four (4) Aldermanic Districts; with two alderpersons elected to each district, for a total of eight (8) alderpersons. Council members are elected on a non-partisan basis for three-year overlapping terms. The City Council takes up various matters affecting the City, such as implementing new policies, enacting ordinances, and carrying out the business of the City.

Meetings, Boards & Commissions 

Common Council meetings are held regularly on the 1st and 3rd Tuesday of every month at 7:30 p.m. at City Hall (335 S. Broadway). These meetings are open to the public, and you are encouraged to attend.

Council members also meet in committee sessions to deal with matters relating to those purposes. Alderpersons are appointed by the Mayor to serve on the City's Boards, Committees, and Commissions. We also have a blue drop box located in the front entrance to the De Pere City Hall/ Police Department entrance. This is available 24 hours a day.  There are payment envelopes available for your convenience.  The payments are picked up every weekday morning.

City Attorney: Anthony Wachewicz

The City Attorney is the appointed official who provides legal representation to the City of De Pere as an entity. The City Attorney provides legislative counsel, drafting and revising of the City's code of ordinances and advising the Common Council, its Boards and Commissions on the meaning of legislative enactments. The Office of the City Attorney also provides general legal counsel and representation to the City, drafting documents, advising City officials and officers on compliance with the law, representing the City in court, negotiating on the City's behalf, and otherwise using legal procedures to support and defend the lawful decisions of City officials and agencies.

The City of De Pere Clerk's Office is the legal custodian of official City records such as resolutions, ordinances, and Common Council proceedings.  The City Clerk's Office acts as a liaison between the public, City departments, and the Council.  Our office is also responsible for:

  • Administration of elections as required by Federal and Wisconsin Law

  • Issuance of municipal licenses and permits as required by local ordinance and State statute

  • Preparation of assessment and tax rolls

  • Processing passport applications as a certified Passport Acceptance Agency

Change of Address:

If at any time you change your mailing address for your property, you are responsible for contacting the Brown County Treasurer's office to update this information. Their number is (920) 448-4074. This information is important so that your property tax bill will be mailed to the proper address and not cause any delays in mailing.

The Public Works Department is comprised of the Divisions of Engineering, Maintenance, Street and Water.  Forty-two full-time employees work within these divisions along with part-time and seasonal employees. Their work is also supplemented by contractors and consultants retained and supervised by the Department.

The City of De Pere does not stand alone in Wisconsin much less the world, we are not an island. We interact with our neighbors and the worldwide economy in ways that most residents can't begin to imagine. A small group of residents, educators, and government representatives have been working to establish membership with sister cities program for De Pere.

The Sister Cities International program is designed to promote respect, understanding, and cooperation with others around the globe through personal contact. Our working group has struggled with concepts of what this community represents, where we could expect to go in the future, what we could share directly with a sister, and what we want in return. Other communities were asked about their interactions, we found some cities in this state have several sisters. The level of interaction may be based on a single point of interest by the membership of the committee and it's participants, we want something more.

The mission of the Finance Department is to direct the maintenance of the municipal accounting system and the procedures governing receipt and expenditure of municipal funds.

The Finance Department provides accurate and timely service and information to our residents, businesses, elected officials and employees of the City. The Finance Department maintains the financial accounting systems and computer operations of the City. The Finance Department prepares the annual City Budget and the Annual Financial Report.

The Finance Department serves its customers by managing the City's resources and maintaining a solid financial condition. The following services are available in the Finance office:

Budget Amendment Resolutions

As required by Wis.
